Luohu is subsidizing investors that build three-dimensional parking lots

Luohu will subsidize investors concerned with the construction of three-dimensional parking lots, the district government announced on Sept. 9.


Multiple departments of the Luohu district government are working together to help resolve ongoing difficulties regarding parking spaces. Not only are new parking lots being built, but new regulations are also being rolled out to promote investment in the construction of additional three-dimensional parking lots, as well as on management implementation.


According to the regulations, which allow investor participation in the construction of parking lots and provide the necessary legal support for doing so, the government will subsidize each parking space within a three-dimensional parking lot by up to 50,000 yuan ($7,315) as long as the parking lot has a design service life of longer than three years.


As Shenzhen's first district, christened nearly 40 years ago, Luohu's limited land area and its fast development mean that parking space is no longer able to satisfy customer demand.


Statistics show that parking lots in Luohu have a capacity of 146,600 cars total, compared to the 333,400 cars in the district, making Luohu the most difficult place to park in all of Shenzhen.


The regulations, which have already been approved by district lawmakers, are intended to involve more departments in resolving the problem. Meanwhile, views of all relevant departments as well as public opinions have been sought in a bid to make the regulations more suited to fit local conditions.


The regulations cover the planning, construction, operation, and management of the three-dimensional parking lots.


Investors can submit applications to the government to verify whether they are qualified to join the projects.
