The Luohu district government held its first meeting of river chiefs of the year on Sept. 15 to strengthen its protection of ecological water environments.

Luohu Party chief Luo Yude, who is also the general chief of all rivers and lakes in Luohu, presided over the meeting.

In the meeting, the district government reported on the state of Luohu's river chief mechanism and outlined plans for how the river chief mechanism will operate for the remainder of the year.

According to the government, since the river chief work mechanism was introduced in 2017, Luohu has established a leading group office and founded district-level, sub-district-level, community-level river chief systems. It has also formed a river chief work framework with "Luohu characteristics" that involves government, the people's congress, the army, and the greater society, realizing the full coverage of its supervision of all rivers and lakes in the district.

In 2019, Luohu initiated a riverside greenway construction project and completed its annual tasks relating to water pollution treatment.

This year is regarded as an important year for Shenzhen to further consolidate its achievements in water pollution control as well as a time to conclude its fight against water pollution.

Luohu aims to ensure that all water in its drinking water sources meet relevant water quality standards; carry out its water-saving project; initiate a reconnaissance and evaluation of all real estate properties built on closed conduits in the district; advance the construction of its sponge city, and; strengthen its water security emergency handling capacity. Additionally, Luohu will continue to improve its water environment; make sure water quality in streams, rivers, and their branches meet relevant standards simultaneously; further advance the improvement of its processing capacity of domestic wastewater in a bid to completely rid the district of seriously polluted water, and; guarantee all water in the district meets relevant water quality standards. Finally, Luohu should build its riverside greenways according to high standards and should complete the construction of at least 3.6 km of 10 km of riverside greenway by the end of 2020.

The meeting also stressed that there should be a whistleblowing and reporting system, as well as an accountability system to guarantee problems are spotted and resolved in time.
