Luohu is adhering to new course charted by the Party

Luohu held a conference involving all major officials of the district on Nov. 4, urging them to study and act on the deployment of the fifth plenary session of the 19th Central Committee of the Communist Party of China that concluded on Oct. 29 in Beijing.


Meeting participants pointed out that the plenum is a milestone, where the construction of a moderately well-off society is being finished in the country, and the struggle to realize the two centenary development goals is entering a crucial period; studying the plenum's deployment, as well as the speech President Xi Jinping gave earlier this month marking the 40th anniversary of the Shenzhen Special Economic Zone, will be a long-term political and strategic task for Luohu.


In the meeting, it was emphasized that Luohu should demonstrate its confidence and resolve to start a new initiative to build a modern socialist country. Luohu should maintain a clear vision and accurate understanding of the potential for development, so that Luohu can become a key zone for the city's development, a hub of the Guangdong-Hong Kong-Macao Greater Bay Area and a home for all dream chasers.


In the meeting, it was stressed that there should be an intensive publicity campaign in the district to prompt all Party members and civil servants to study and act on the plenum's deployment to ensure most objectives of the 13th Five-Year Plan (2016-20) be fulfilled by the end of this year and lay a solid foundation for the implementation of the 14th Five-Year Plan (2021-25).


In the meeting, it was recommended that in order to pursue quality development over the next five years, Luohu must make attracting talented people a priority. Luohu must unswervingly deepen reforms, particularly in crucial areas such as factor element market distribution, optimization of the business market and usage of urban space. Luohu must consistently promote integration development of the Greater Bay Area and the development of its port economic belt. Luohu should continue to improve its public services and connect its public service mechanisms with those of Hong Kong and Macao so that talent from those cities can work and live conveniently in the district. Luohu should further improve its grassroots governance and government work efficiency and focus continuously on improving people's livelihoods. Luohu should always bear the bigger picture in mind, particularly the Long-Range Objectives Through the Year 2035 set in the plenum, and implement new development concepts as required by the plenum.
