Luohu stands out from many demonstration districts engaged in promoting construction of governance by rule-of-law involving various projects, and the relevant work is being reviewed by the provincial authorities.

As the place where the country's reform and opening-up policies were first carried out and tested, Luohu has always promoted its socioeconomic development through adherence to the rule of law.

To implement Xi Jinping's thoughts on the rule of law, to give full play to its its leading role in promoting development, and to advance the building of a rule-of-law government to higher levels, Luohu is sparing no efforts to become one of the province's first batch of demonstration districts in this regard.

People's livelihood lies in the good governance based on the rule of law. Luohu was evaluated as a national model district for its rule-of-law work in 2012; Since 2015, the Luohu district government's website has won first place among all county-level governments' websites in national evaluation for its efficiency, good management and services.

In 2017, the Luohu community home website was elected one of the top 10 innovation cases of China's Internet-based governance.

In 2018, Luohu took the national lead to launch government contract supervision reform; in the same year, it started holding a bi-weekly news conference, and its Erxian Chahuadi shanty town renovation project was elected as an excellent case of innovative governance in Guangdong; In 2018, the litigation service center of the Luohu District People's Court won the honorary title of "model of court's litigation services" in Guangdong.

In 2019, a total of 1,011 residential communities were included in the property management rating administration, plus the performance assessment and reward system, and 118 communities without property management companies have accomplished comprehensive rectification that its practices were excellent cases in modernization of grassroots governance in Guangdong.

In 2020, the Luohu District People's Court was evaluated and recognized as national model court, and the district government was ranked fifth among all county-level district governments in the country in terms of governance transparency.

Now, the district has unveiled its online public legal service platform, opened a livestream platform at community level with each community having a legal adviser, initiated cloud arbitration services for labor disputes, and set up a joint commercial conciliation center, public legal service center for the jewelry industrial park, so as to strengthen the people's sense of gain, happiness and security.

Luohu has an identify as an all-embracing hub of the Guangdong-Hong Kong-Macao Greater Bay Area. To become a demonstration district for rule-of-law government construction in the province, Luohu cannot afford to lose social support. It is sincerely hoped that all residents in the district can show their care and support for the work, contributing their power to improving the rule of law in Luohu.
