In order to build Beijing into a green and resilient city, the capital recently proposed the integration of its carbon-neutral goal into the city's overall planning and to raise the low-carbon standards for urban construction.

At a high-level forum on Beijing's action in tackling peak emissions and carbon neutrality held at the World Environment Day of June 5, Liu Xianshu, deputy director of the Beijing Municipal Ecology and Environment Bureau, revealed that Beijing is currently carrying out a carbon peak assessment to study and formulate a carbon neutral action plan.

In the future, Beijing will focus on planning for carbon neutrality within its energy activities and industries, and carry out precise governance through measures such as functional dissolution and improvement of energy efficiency.

According to data released by the Beijing Municipal Ecology and Environment Bureau, during the 13th Five-Year Plan period, the city's carbon dioxide intensity has fallen by more than 23%, exceeding the national plan's reduction goal of 20.5%.

"The 14th Five-Year Plan period is a critical time for Beijing to implement the national carbon neutral strategy and work out its own roadmap towards carbon neutrality," said Ming Dengli, director of the Climate Change Division of the Beijing Municipal Ecology and Environment Bureau. Ming added that Beijing will work to establish a sound legal system, make clear control responsibilities at all entity levels, improve the carbon emission trading system, and mobilize more people to contribute to the effort.

At the forum, experts also made suggestions for formulating Beijing's carbon-neutral action plan.
