Beijing approves five-year plan to better protect, preserve the old city

Beijing's Protection and Development Plan for the Historical and Cultural City During the 14th Five-Year Plan Period was recently approved by the Beijing Municipal People's Government, highlighting the capital's determination to preserve its areas of historical interest.

Over the next five years, Beijing will strengthen protection for its historical and cultural areas, make substantive progress protecting the Central Axis, and improve the buildings and public spaces along Chang'an Boulevard.

The plan was organized and compiled by the Beijing Municipal Commission of Planning and Natural Resources after extensively soliciting opinions. It has now put forward the overall ideas and specific goals for protecting Beijing's historical and cultural areas during the 14th Five-Year Plan period, listed the main tasks and outlined related policies.

The relevant person in charge of the Beijing Municipal Commission of Planning and Natural Resources said the plan is consistent with China's national strategy. It focused on Beijing Central Axis's application for world cultural heritage status, the overall protection of the old city, and development of the Three Hills and Five Gardens, in an effort to create a model for national historical and cultural heritage inheritance. Three Hills refer to Wanshou Hill (also known as Longevity Hill), the Fragrant Hills, and Yuquan Hill (also known as Jade Spring Hill). Meanwhile, the Five Gardens include the Summer Palace, Jingyi Garden (the Garden of Tranquility and Pleasure), Jingming Garden (the Garden of Tranquility and Brightness), Changchun Garden (the Garden of Everlasting Spring), and Yuanmingyuan (the Old Summer Palace).

The plan also made clear key tasks for Beijing during the 14th Five-Year Plan period in protecting the old city, requiring local authorities to expand nearby historical and cultural blocks and traditional buildings, strengthen the protection and restoration of historical water systems, and restore former glory to important historical sites. 

On March 1 this year, updated regulations on the protection of Beijing's historical and cultural areas came into effect. The plan, which was recently approved, will focus on implementing regulations, exploring and promoting task- and duty-based mechanisms, and improving the policy system of historical and cultural blocks as well as historic buildings.
