Luohu remains steadfast in its bid to become a leading zone of sustainable development in Shenzhen.

To make that happen, district authorities have set a number of development goals, such that by 2025 Luohu will have formed a new pattern of sustainable development, the added value of emerging industries will account for more than 10% of the district's gross domestic product, and residents' per capita disposable income will increase at an annual average rate of 6%.

In the foreseeable future, Luohu is expected to attract top talents, technologies and investments, and boast ideal neighborhoods with top-notch ecological conservation as well as efficient government services, according to the government's development plan.

Likewise, the district will continue improving its transportation infrastructure, while promoting regional integration and transforming itself into a comprehensive hub of the Greater Bay Area.

The district will also make greater efforts to promote coordinated development between Shenzhen and Hong Kong. It will facilitate more collaborations for Hong Kong schools and hospitals, and make space for more enterprise incubators and innovation platforms.

Strategic emerging industries, finance, jewelry and consumption sectors will become the main growth drivers in Luohu, for which the district will provide sufficient industrial space through urban innovation projects and the construction of various industrial parks.

The district authorities will also improve the efficacy of government work, enhance culture cultivation, upgrade the social security system, better conserve the ecology and ensure the rule of law to improve people's livelihood.
