Beijing recently unveiled an action plan aimed at transforming the city into a child-friendly society. The Beijing Municipal Commission of Development and Reform announced on Thursday that this plan comprises 22 key tasks across six sectors.
The blueprint proposes that Beijing will initiate child-friendly city pilot programs in three to five districts and establish a range of exemplary child-friendly neighborhoods, communities, schools, hospitals, and parks by 2025. By 2030, the city aims to fully embrace a child-friendly ethos and make sure children have better lives.
The plan advocates for the creation of specialized facilities for children in museums and libraries and proposes the expansion of areas and infrastructures that allow children to play in parks, communities, and schools.
Additionally, Beijing intends to provide free services and discounts for children at libraries, cultural centers, and art galleries.
The city is also committed to improving education and healthcare services for children. By 2025, it aims to ensure that 90% of all kindergarteners are enrolled in government-funded and privately-run non-profit kindergartens. More than 99% of children will receive compulsory education at nearby schools, and over 90% of children will be immunized through the national vaccination program. Moreover, each community health service center will employ at least two full-time doctors specializing in child health.
Regarding child welfare services, the city plans to augment special assistance benefits and bolster social protection for children in challenging circumstances or children with disabilities. It will also enhance support for homeless children and aid in reuniting them with their parents.
Moreover, the plan encompasses modifications to public infrastructures and facilities to make them more child-friendly.
