Beijing’s Mentougou district is aiming to become the city’s artificial intelligence hub by piloting an AI computing center, rolling out supporting policies, and gathering AI companies.

In February 2023, Beijing’s first AI computing center, the Ascend AI Computing Center, was launched at the Mentougou Park of the Zhongguancun Science Park. Since then, the center has signed up 47 clients, providing computing power to them.

Behind the establishment of the computer center is a new partnership of Mentougou district government, Zhongguancun Group, and Huawei, which is able to provide computing power services, incubate innovative applications, and attract company clusters. This in turn facilitates the development of small and medium-sized AI companies, according to district officials.

Mentougou will prioritize AI development and strive to become the hub of Beijing’s AI industry, aiming to gather 100 AI enterprises by the end of 2023, said Tan Lili, deputy director of the management committee of the Mentougou Park.

In May, the district released the city’s first specialized measures to support talent in the field of AI computing. The measures include providing working space and financial support in computing power. A fund of about 1 billion yuan (US$138.4 million) was established to support the AI industry. A number of excellent programs will be fostered into specialized and sophisticated enterprises.

The district will improve its AI ecosystem by setting AI safety standards, demonstrating applications in various scenarios. By 2030, the district is projected to have more than four listed AI companies, with the total revenue of AI-related enterprises in the district reaching 40 billion yuan.

The project is expected to be completed around Sept. 25.
