Three years since the launch of Beijing's "two zones" initiative — the pilot free trade zone and the national comprehensive demonstration zone aimed at expanding the opening-up of the service sector — the city has made significant progress in global openness.
To date, almost 98% of the 251 tasks outlined by the State Council for the construction of the "two zones" have been implemented. In addition, Beijing has introduced more than 10 special reform plans and nearly 500 related measures, with 40 innovations being replicated and promoted nationwide, according to the latest update from the Beijing Municipal Leading Group Office for "Two Zones."
Beijing has instituted a whitelist system for importing materials utilized in biomedical research. This modification, coupled with eased restrictions on patent agencies and arbitration institutions, has fast-tracked the development and market introduction of new pharmaceuticals.
"Today, imported materials for research and development can smoothly clear customs, speeding up the process of bringing new drugs to market," said He Liangying, project manager of the business support department at JOINN Laboratories.
Over the past three years, Beijing has greenlit 13 innovative drugs and 59 innovative medical devices in the third category, accounting for nearly 30% of the national total.
Beijing has been promoting cross-border data flow in the digital economy, contributing to the sector's substantial presence; over 40% of the city's GDP is derived from the digital economy. The core industry value-added in the digital economy contributes to more than 60% of its total.
Efforts are also underway to facilitate the unimpeded flow of production factors, simplify cross-border capital movement, and optimize patent authorization pre-examination processes.
Moreover, to foster high-quality development on a broader scale, Beijing is actively advancing the coordinated development of the Beijing-Tianjin-Hebei region.
