Beijing bourse reforms propel local IPO ambitions

Yesterday marked the second anniversary of the Beijing Stock Exchange (BSE). Among the 229 companies currently listed on the BSE, 20 are based in Beijing, making it the highest number among all provinces and regions.

Over the past two years, the BSE has actively pursued high-quality development, which is evident in recent comprehensive reforms that enhance its appeal to high-quality companies.

As of Nov. 14, about 75 days after launching these reforms, the Beijing Stock Exchange has implemented 14 reform measures. These include abolishing the issuance floor price requirement, allowing private equity funds to participate in secondary market transactions, expanding the team of market makers, optimizing market-making transaction arrangements, broadening the scope of margin trading and securities lending targets, and reducing transaction handling fees.

Addressing developmental challenges, these reforms have quickly captured the attention of small- and medium-sized enterprises, investors, intermediaries, and local governments.

Taking investors as an example, the BSE has opened 600,000 new accounts since the reforms were released on Sept. 1, bringing the total number of qualified investors to 6.17 million. Consequently, many high-quality companies have sought consultation and communication, actively preparing for listing on the BSE.

"Since its establishment, the BSE has continuously helped small- and medium-sized enterprises pave their path to listing through various reform measures," said Miao Jun, director of CNTEN. CNTEN applies Beidou precision services to urban infrastructure operation and management in Beijing's Chaoyang district.

The reforms enable eligible high-quality companies to apply for direct initial public offerings (IPOs) at a faster pace. This has led local companies to focus on listing on the BSE, which is more accessible to them, Miao added.
