Recently, Shenzhen's Luohu district unveiled its 2023 Business Environment Report, with a strategic focus on advancing new productive forces and fostering a top-tier business environment to fully support the district's pursuit of high-quality development.

In 2023, the total number of commercial entities in Luohu reached 306,000, marking a 9.02% year-on-year increase and contributing to 7.25% of Shenzhen city's overall figure. The district successfully attracted 270 key enterprises in investments, resulting in an additional revenue of 12.29 billion yuan (approximately $1.71 billion) and tax contributions totaling 850 million yuan. Luohu achieved an impressive 7.2% GDP growth rate in 2023, surpassing the city average by 1.2 percentage points.

Luohu has consistently fine-tuned its industrial policy system, offering substantial support with a maximum of 100 million yuan for settling enterprises and 50 million yuan for unicorn companies. Nearly 80% of these policies lead the city in terms of support. Particularly noteworthy is the city-leading support for technology innovation, attracting 100 national high-tech enterprises and 21 enterprises that use special and sophisticated technologies to produce novel and unique products to establish themselves in the district.

In 2023, Luohu innovatively reformed its investment attraction mechanism, establishing a comprehensive investment system. This included the formation of seven youth investment vanguard teams and 10 investment vanguard teams at the sub-district level, effectively consolidating efforts from all parties. This approach was recognized as a "Typical Case of Local Comprehensive Deepening of Reform in China in 2023."

Additionally, Luohu introduced preferential policies for enterprises regarding property purchase and rent, offering 24-hour "butler-style" services to rapidly address needs such as water, electricity, gas usage, and talent housing guarantees. These measures ensure that businesses can settle in with peace of mind and develop confidently.

Looking forward, Luohu aims to expedite the development of a first-class business environment characterized by market orientation, legal adherence, and international standards, so as to contribute to the high-quality development of the district.
