IV-4 Question: According to some media reports, the efforts of "promoting economy through diplomatic means" is a prominent symbol of China's "new diplomacy." What is China's consideration in regard of the interaction between diplomacy and economy? What efforts will China make to achieve this goal?

A: One prominent feature of the current world is the economic feature of international politics and the political feature of the international economy. Economic diplomacy is one manifestation of this trend. The new thinking of China's diplomacy is to achieve favorable interaction between diplomacy and economy.

During the 1960s and 1970s, China had undergone a period of "promoting diplomacy through economic means." Now it is the era of "boosting economy through diplomatic means." Among the Chinese delegations that travel abroad, there is always a long list of leaders and officials in charge of economy and trade. When returning, they have always harvested dozens of agreements and pacts on economic cooperation signed between China and related countries, which helps to alleviate China's demand on energy and raw materials and share Chinese economic growth with those countries.

China's economic diplomacy is not only for energy. Assistance and investment to, as well as cooperation with, foreign countries, especially developing countries, are cornerstone of China's diplomacy. Throughout the contact with other developing countries, China has adhered and will adhere to the principle of large and small countries being equal and mutually respectful. In the near future, China will start the construction of landmark projects closely related to the lives of developing countries, provide urgent assistance and medical teams to the disaster-stricken areas, and provide training of personnel for related countries. Besides, China will expand the scale of import and export with developing countries and try to solve the trade imbalance, promote more Chinese enterprises to invest in other developing countries, expand contracting engineering projects, and explore international market. In the meantime, China will further deepen multilateral and regional cooperation with other developing countries and maintain the interests of developing countries among the international trade organizations and multilateral regime. Mutual benefit and win-win deal will promote the development of both China and other developing countries.
