II-4 Question: The frequent occurrence of typhoons, mine accidents, earthquakes and epidemics in China have posed enormous threats to the safety of people's life and property. Is there a crisis management mechanism available in China? What will China do to deal with public emergencies?

A: On June 24, 2006, a draft law on emergency management was first submitted to China's top legislature for deliberation at the 22nd Meeting of the 10th National People's Congress Standing Committee. According to the draft law, four colors¡ªblue, yellow, orange and red¡ªof emergency declaration will be used to indicate the escalating hazard level, and governments at various levels are granted necessary powers to effectively control hazards and minimize harms. An early warning system will be introduced for foreseeable incidents, while in an unforeseeable case, emergency management measures will prevail.

In the case of emergencies, the Chinese Government adheres to the principle of putting the safety of people's life and property as the top priority. For this purpose, China is building a comprehensive emergency response system that involves central and local governments and performs the functions of monitoring and supervision, forecasting and early warning, releasing information, assisting in decision-making, command and appraisal. It calls for enhancing the preparation of emergency response plans, building emergency management institutions and related legal system, and implementing dynamic management of emergency preparedness plans. Exercises are carried out on a regular basis to enhance the emergency-response capability of various agencies and their coordination. Corresponding emergency response command organs and rescue teams have been established.

When a public emergency occurs, units involved in the emergency and those directly affected should immediately take measures according to preparedness plans and timely report it to relevant departments. Those who intentionally delay reporting, understate the situation or fail to report the emergency will be punished according to law.

The Chinese Government has also established an appraisal system for public emergencies and formulated scientific appraisal methods. The Chinese Government is also committed to publicizing information concerning public emergencies as well as tips on emergency preparedness. In the coming years, China will further improve laws and regulations on emergency management so as to involve the whole society in emergency management under the uniform leadership of the government. Measures will also be taken to improve coordination between different government departments and between civil society and the military in case of emergencies, with an aim to enhance China's capacity to handle public emergencies.
