Highlights of work report of Supreme People's Procuratorate

China's Procurator-General Cao Jianming delivered a report on the work of the Supreme People's Procuratorate on Sunday at the Fifth Session of the 11th National People's Congress, China's top legislature.

Following are the highlights of Cao's report, the text of which was distributed before a meeting of the session in the Great Hall of the People.

What was done in 2011

-- Approved the arrest of 40,604 suspects and prosecuted 54,891 suspects on serious economic crimes, including smuggling, financial fraud, illegal fund-raising, stock manipulating and pyramid selling, up 8.2 percent and 8.1 percent respectively over 2010.

-- Investigated 8,056 cases of work-related crimes in construction sector in the process of project planning, project bidding, fund using and quality supervision.

-- Investigated 10,542 commercial bribery cases in the areas of resources exploitation, property rights exchange and government procurement.

-- Prosecuted 6,870 suspects for infringement on intellectual property rights.

-- Prosecuted 17,725 suspects on crimes of serious environmental pollution and breaching energy and resources protection.

-- Approved the arrest of 908,756 criminal suspects, a drop of 0.8 percent year on year, and prosecuted 1,201,032, an increase of 4.6 percent.

-- Dropped arrests of 151,095 suspects, an increase of 5 percent year on year; and dropped prosecution of 39,754 suspects, an increase of 6.1 percent year on year.

-- Dropped arrests of 13,738 and persecution of 3,437 minor suspects, an increase of 5 percent and 10.4 percent year on year respectively.

-- Investigated 44,506 people, an increase of 1 percent year on year, in 32,567 work-related crime cases. Among the total, there were 18,464 major embezzlement and bribery cases.

-- Investigated 2,524 officials at the county level and above, including 198 at the prefecture level and seven at the provincial and ministerial levels.

-- Investigated 10,585 people suspected of malfeasance and infringement of people's rights, a year-on-year increase of 3.5 percent.

-- Investigated 2,395 judiciary workers suspected of graft and malpractice for personal gains, among other crimes.

-- Investigated 770 government employees with suspected abuse of power that was related to serious accidents like fires and mine accidents.

-- Approved arrests of 2,012 suspects for involvement in food-safety and fake drug cases and brought charges against 1,562 of them.

-- Investigated 176 prosecutors for acts of breach of discipline or the law, and brought criminal charges against 20 of them.

what to be done in 2012

-- To facilitate development with a scientific outlook and earnestly implement the central authorities' arrangements on economic work.

-- To maintain social harmony and stability through lawful crackdown on sabotage, overthrowing, and infiltrating activities by foreign and domestic hostile forces, and on crimes such as gang crimes, robbery, adduction and trafficking of women and children, illegal fund-raising, and production and selling of counterfeit products.

-- To intensify efforts to investigate and prevent work-related crimes and commercial bribery crimes.

-- To enhance supervision over extortion for confessions, resolutely eliminate and nullify illegal evidence, and improve fair measurement of penalty.
