The Third Plenum of the 18th CPC Central Committee (the Plenum) which convened from Nov. 9 to Nov. 12, has marked the start of a new round of unprecedented reforms in China. The Plenum adopted the CPC Central Committee's Decision on Several Major Issues on Comprehensively Deepening Reform (the Decision). The Plenum has promised a long list of reforms, for example, the relaxation of the one-child policy, decisive role of the market, more rural property rights and more judicial openness.
