Four cities in Shandong including Qingdao, Yantai, Linyi, and Zibo won the title of "China's model city" at a ceremony for China's national cultural and ideological advance in Beijing on Dec 20.
Qingdao and Linyi respectively finished atop a group of capital cities and municipalities at the deputy provincial level and prefecture level (including cities).
The overall social, economic and cultural achievements of a city are major factors considered for each city's appraisal. Provincial initiatives for development are taken into account in judging each city.
