Press conference on corporate social insurance premium reduction to support epidemic prevention and control

A press conference was held Thursday afternoon to brief the media about issues on provisional reduction or exemption of employers' social insurance and medical insurance contributions and deferral of corporate payments to the housing provident fund.

The introduction of the policy to reduce and exempt social insurance premiums and medical insurance premiums for enterprises in phases has raised the concern of the community. I would like to ask how the tax department can do a good job of implementation so that enterprises really enjoy the benefits. Thank you.

The executive meeting of the State Council decided to issue a provisional reduction and exemption of enterprises' social security and medical insurance premiums, which is a major measure to stabilize enterprises' operation and secure employment in the current work of overall prevention and control of the epidemic situation as well as economic and social development. The tax department is responsible for collecting the social security and medical insurance premiums from enterprises in 18 provinces and three cities that report to both the provincial government and the Central Government. The main goal is to pay close attention to the implementation of policies by partnering with related departments to make sure the enterprises really enjoy the benefit brought by the policy. This work is a matter of great responsibility and urgent.

First of all, several of our departments will make and issue a policy document in accordance with the procedures and clarify the operation methods and guide provinces to formulate specific implementation plans. The document will soon be released. Four aspects need attention:

First, publicity and guidance will be in place, including policy guidance for corporate contributors and tax operators. During the epidemic, we will mainly elaborate the policy, clarify the operation and answer questions one-on-one via websites, hotline, WeChat and text messages, so as to ensure that the policy reaches every enterprise and they can understand the policy and grasp how to follow it and benefit from it without face-to-face meeting or door-to-door visit.

At the same time, we will also use video conferencing, the OA system and online lessons to carry out tax service training. We will ensure staff, particularly those manning hotline service and window desks, understand policies and accurately answer and perform. We also need to further improve the quick response mechanism. The problems, difficulties and demands of enterprises in availing the benefit brought by the policy should get a quick response.

Second, the operation system is to be in place. The configuration of the information system will be adjusted based on local conditions and plans in time. Enterprises, according to their size, will be categorized, because these policies distinguish between large, small, medium and micro enterprises. In addition, it is necessary to optimize the business process, improve the online and mobile declaration system in order to enable enterprises to enjoy the preferential treatment without having to run to desks and fill in forms. We also need to expedite applications quickly for delayed payment. At the same time, information sharing among departments should be strengthened to ensure that interests of employees are not infringed on. Enterprises that have already paid the premiums in February will get refunds so as to effectively alleviate their difficulties in business operation.

Third, accounting analysis is in place. We will work with relevant departments to calculate the amount of reduced premium accurately and make the accounts clear with a taxpayer-specific, computer-aided approach and strict reviews, so that the public can understand the effect of the policy in a timely manner. At the same time, we should also encourage local governments to adjust the income budget of social insurance fund in time according to the implementation of the policy, so as to lay a good foundation.

Fourth, supervision and evaluation are in place. We will integrate the implementation of the aforementioned policies into the key performance indicator in the tax system, hold officials accountable, strengthen supervision and discipline, and work with relevant departments and local Party committees and governments to ensure that the favorable policies of the CPC Central Committee and the State Council can effectively play a good role, providing strong support to the development of enterprises, especially small, medium and micro-sized enterprises in this special period.
