In 1900, seeing the Boxers were approaching the capital, foreign envoys in Beijing delivered notes or announced statements three times on January 23, March 10 and April 6, respectively. They demanded the Qing Government annihilate the Boxers within a given time; otherwise, they would "lead the army to do the suppression on the behalf of the Qing Government."
