Born in 1946, native of Dongyang, Zhejiang Province. Studied internal combustion engines of naval vessels at the Harbin Institute of Military Engineering from 1964 to 1970. Joined the Communist Party of China (CPC) in 1973.
1970–1983: Technician, deputy sector chief, sector chief of the No. 6214 Plant under the 6th Ministry of Machine-Building Industry.
1983–1985: Production director, Party Committee member of No. 6214 Plant under the 6th Ministry of Machine-Building Industry.
1985–1986: Standing Committee Member of the CPC Jiujiang Municipal Committee, vice mayor of Jiujiang, Jiangxi Province.
1986–1991: Vice secretary of the CPC Ganzhou Prefectural Committee and commissioner of Ganzhou Prefecture, Jiangxi Province.
1991–1993: Assistant to the provincial governor, member of Party Leadership Group, secretary of Party Leadership Group of Provincial Economic and Trade Commission and member of the Standing Committee of the Jiangxi Provincial Party Committee.
February 1993-April 1995: Vice governor of Jiangxi Province.
April 1995: Vice chairman of the government of Xinjiang Uygur Autonomous Region.
February 1996: Selected as Standing Committee member of the 5th CPC Xinjiang Regional Committee.
January 1998–October 1999: Vice chairman of the government of Xinjiang Uygur Autonomous Region.
February 1998: Selected as the vice secretary of the 5th Party Committee of the Xinjiang Uygur Autonomous Region, followed by the post as vice secretary of the Party Committee of Hunan Province.
August 2001: Deputy governor, acting governor of Hunan Province.
February 2002: Selected as the governor of Hunan Province at the 5th session of the 9th Hunan Provincial People's Congress.
January 2003: Reselected as the governor of Hunan Province at the 1st session of the 10th Hunan Provincial People's Congress.
March 2003: Director of the Commission of Science Technology and Industry for National Defense.
August 2007: Secretary of the CPC Hebei Provincial Committee.
