Ma Qizhi      

Chairman of Ningxia Hui Autonomous Region

Ma Qizhi, of Hui ethnic group, is a native of Jingyuan, Ningxia and was born in November 1943. He has a college education and began work in September 1967, before joining the Communist Party of China (CPC) in 1972. He graduated from the History Department of the Central University for Nationalities.

Ma successively served as a teacher of Yucheng Middle School of Anshan Steel Group, teacher of No.2 Middle School of Yinchuan City, deputy head of the office and deputy secretary of the Communist Youth League of China (CYLC) Ningxia Hui Autonomous Regional Committee, deputy secretary of CPC Guyuan Prefectural Committee, deputy head of the Organization Department of Ningxia Hui Autonomous Regional Committee, deputy secretary of the Yinnan Prefectural Party Committee, commissioner of Yinnan Prefecture.

In 1991, he held the posts of standing committee member of the CPC Ningxia Hui Autonomous Regional Committee and head of the Regional Publicity Department. In April 1993, he was elected as deputy secretary of the seventh Ningxia Hui Autonomous Regional Committee. In December 1997, he served as vice chairman and acting chairman of Ningxia Hui Autonomous Region. In April 1998, he served as deputy secretary of the eighth CPC Ningxia Hui Autonomous Regional Committee.

In May 1998, he was elected as chairman of Ningxia Hui Autonomous Region at the first session of the eighth Ningxia People's Congress. In January 2003, he was re-elected as chairman of Ningxia Hui Autonomous Region during the first session of the ninth Ningxia People's Congress.

Ma was an alternate member of the 14th and 15th CPC Central Committee and is now a member of the 16th CPC Central Committee.
