Zhang Weiqing (1944-), native of Lintong, Shaanxi Province.

Graduated from Philosophy Department of Peking University, 1967; joined CPC, 1972, served as secretary of Communist Youth League of China (CYLC) Baode Country Committee, Shanxi Province before 1975; deputy secretary and secretary of CPC Baode County Committee, 1975-1980; secretary of CPC Huguan County Committee, Shanxi, 1980-1982; secretary of CYLC Shanxi Provincial Committee, 1982-1983; vice governor of Shanxi Province, 1983-1985; member of Standing Committee, and head of Publicity Department, of CPC Shanxi Provincial Committee; governor of Shanxi Province, 1993-1994; vice minister of State Family Planning Commission, 1994-1998.
Deputy to 14th CPC National Congress; member of the 15th and 16th CPC Central Committees.

Appointed minister in charge of State Family Planning Commission, March 1998.
Re-appointed minister in charge of the State Population and Family Planning Commission, March 2003.
