Zhang Zuoji      

Governor of Heilongjiang Province

Zhang Zuoji (1945-), native of Bayan, Heilongjiang Province.

Graduated from Russian Specialties of Heilongjiang University, 1966.

Joined CPC, 1972.

Served as vice president of Party School of CPC State No.123 Factory Committee, 1976-1977; secretary of Political Department of 5th Ministry of Machine-Building, 1977-1979; deputy chief of Publicity Division, deputy secretary of CPC Organ's Committee, of Ministry of Ordnance Industry, 1980-1987; deputy director of Labor Bureau of Ministry of Labor and Personnel, 1987-1988; director of Labor Force Administrative and Employment Department of Ministry of Labor, 1988-1991.

Served as vice minister of Labor, 1993-1994; after 1994, deputy secretary-general of State Council.

Elected member of CPC Central Commission for Discipline Inspection, 1997.

Appointed minister of Labor and Social Security on March 18, 1998.

Author of dozens of papers including A Review of Labor Systems in Three East European Countries, The Reality, Difficulties and Countermeasures, Chinese Labor System in Reform.

He was elected as governor of Heilongjiang Province at the Second Session of the 10th Heilongjiang People's Congress in April 2003.

He is member of the 16th CPC Central Committee.
