Shanghai plans to increase its number of foreign students from the current 26,000 to 60,000 by 2010, the Shanghai Education Commission said in its five-year work plan yesterday.

About 30 percent of the foreign students are expected to be degree-program learners. The city will also increase its college student intake to 900,000 by 2010.
