Notice of the Central Committee of the Communist Party of China on Distribution of the "Regulations on the Work of Selecting and Appointing Leading Party and Government Cadres"

Party committees of the provinces, autonomous regions and municipalities directly under the Central Government, Party committees of the military area commands, departments and commissions of the Central Committee of the Communist Party of China, leading Party members' groups (Party committees) of the ministries and commissions of the state, Party committees of the general departments and the arms and services of the armed forces of the Central Military Commission, and leading Party members' groups of the mass organizations:

The Regulations on the Work of Selecting and Appointing Leading Party and Government Cadres (hereinafter referred to as the "Regulations on Selecting and Appointing Cadres") are hereby issued to you. You are required to earnestly abide by these Regulations in line with the actual situation of your locality or department.

The Interim Regulations on the Work of Selecting and Appointing Leading Party and Government Cadres promulgated in 1995 have played an important role in standardizing the work of cadre selection and appointment, preventing and rectifying malpractices in this work, and fostering a contingent of high-caliber leading Party and government cadres. The Regulations on Selecting and Appointing Cadres revised on the basis of the Interim Regulations on work in this regard manifest the important concept of the "Three Represents," fulfill the new requirements on the work of cadre selection and appointment set forth by the Party Central Committee, and absorb the new achievements in the reform of the personnel administration system. They are basic regulations of our Party, which we must abide by in selecting and appointing leading Party and government cadres, as well as a powerful weapon for preventing and rectifying irregularities in personnel affairs at the very roots. The promulgation and implementation of the Regulations on Selecting and Appointing Cadres are of great significance with regard to establishing and improving a scientific mechanism for selecting and appointing cadres and a mechanism for supervision and administration, promoting a scientific, democratic and institutionalized approach in personnel work, forming leading groups with vitality and enterprise, guaranteeing the implementation of the Party's basic line, and ensuring the prosperity of the cause of the Party, and the long-term political stability of the country.

Party committees (leading Party members' groups) at all levels and their organization (personnel) departments must resolutely implement the Party's line, principles and policies concerning cadres, earnestly study the Regulations on Selecting and Appointing Cadres, strive to propagate these Regulations and abide by them strictly. In selecting and appointing cadres, we must act upon the Regulations on Selecting and Appointing Cadres and make stringent checks. If the appointment of a cadre who comes under the administration of a department at the same level is not in compliance with these Regulations, it must not be listed on the agenda of a meeting. If the appointment of a cadre who comes under the administration of a department at a higher level is not in compliance with these Regulations, it must not be reported to the higher authority for consideration. If an appointment proposed by a department at a lower level is not in compliance with these Regulations, it must not be examined or approved. It is imperative to strengthen ideological education and do a better job of ideological and political work, to ensure the implementation of the Regulations on Selecting and Appointing Cadres with a firm Party spirit and sound work style. Principal leading comrades of the Party and government at all levels should enhance their political, organizational and legal awareness, and take the lead in abiding by the Regulations, act upon the principle of democratic centralism and abolish the practice of unilateral decision-making. Organization (personnel) departments should strengthen their own buildup, fully display their role as a functional body, adhere to work rules and regulations, and strictly follow the established procedures. We must conscientiously ward off the interference of unhealthy trends from all quarters, unswervingly stick to principles, follow standards without deviation, stringently follow procedures and observe discipline without any slackening.

It is imperative to carefully supervise and inspect the implementation of the Regulations on Selecting and Appointing Cadres, and intensify efforts in dealing with acts in violation of these Regulations. The implementation of the Regulations on Selecting and Appointing Cadres by Party committees (leading Party members' groups) and leading cadres should be earnestly reviewed as one of the important items in democratic life meetings of leading groups. In the event of discovery of any problem, it should be corrected at once. It is imperative to ensure people's rights to be informed, to participate, to select and to supervise, and to establish and improve a democratic supervision system in respect of the work of cadre selection and appointment. The responsibility ascertainment system concerning the work of cadre selection and appointment should be implemented. Where serious consequences have occurred due to a wrong decision made in appointing someone to an official position, the responsibility of the person with chief responsibility and other persons with direct responsibility should be ascertained. Selection and appointment of cadres in violation of the principles, requirements, procedures and disciplines set out in the Regulations on Selecting and Appointing Cadres should be dealt with in a serious manner. If the case is serious enough, Party and government discipline should be imposed.

Party committees (leading Party members' groups) and their organization (personnel) departments at all levels should formulate detailed opinions concerning the implementation of the Regulations on Selecting and Appointing Cadres in view of actual circumstances, continuously promote reform of the cadre selection and appointment system, further improve the scientific mechanism for selecting and appointing people on their merits, and create an environment for outstanding people to emerge, grow in a wholesome way and display their talents.
