At the end of December 1929, the Ninth Party Congress of the Fourth Army of the Red Army was held in Gutian, Shanghang County, Fujian Province. The resolution of the congress (part of which is titled “On Correcting Mistaken Ideas in the Party”), drafted by Moa Zedong, was a programmatic document for the building of the Party and the Red Army.
