In November 1964, a Chinese Party and Government delegation headed by Zhou Enlai went to the Soviet Union to participate in the anniversary celebrations of the October Revolution. During the visit, Zhou Enlai met with Soviet leaders and expressed the sincere hope of China to improve bilateral relations. However, the talks failed.
