On January 11, 1979, the CPC Central Committee issued the “Decision on Some Questions Concerning Acceleration of Agricultural Development (Draft).” The decision called for the practice of fixing output quotas for each group, implementing the responsibility system with remuneration linked to output and other measures, thus pushing forward the development of rural reforms.
