NYC declares to battle another winter storm

New York Mayor Michael Bloomberg declared a weather emergency Wednesday as another winter storm moved through the region.

The weather emergency urges drivers to stay off the roads, suspends alternate side of the street parking, parking meter payments and garbage collection, and allows the city to tow cars blocking snow plows at the owner's expense.

The snow started falling around 8 a.m. Wednesday morning (1300 GMT) with the National Weather Service issuing a winter storm warning in effect from 10 a.m. Wednesday until 6 a.m. Thursday.

The National Weather Service forecasted that 8 to 12 inches of snow could fall here before Thursday morning with wind gusts up to 30 MPH.

The snowfall already delayed arrivals and departures of the city's three major airports -- JFK, LaGuardia and Newark, according to the Port Authority.
