Accordingly, the plan has four specific objectives. The first aims to ensure there is enough food and water, while reducing poverty and gender inequality and protecting natural resources.

The second aims to transform Vietnam into a low-carbon economy, with green growth as the focus of sustainable development.

The third aims to enhance relevant stakeholders' awareness, responsibility and capacity to cope with climate change.

The fourth aims to help Vietnam contribute to the international community's efforts to deal with climate change.

The government also plans to build a supervisory system for climate change and sea-level rise and to increase forest coverage to 45 percent of the land by 2020, said the report.
