Guiyang: 100 mln yuan reward to improve city management

The Guiyang municipal government has recently implemented the Opinions on Perfecting City Management Mechanism, which require all responsible parties in Guiyang city to promote the informatization and marketization of city management through the methods of level-to-level management, community management and mass participation.

According to the document, Guiyang will set up a city administration committee to tackle the problems and emergencies in city management.

Starting in 2014, the Guiyang finance bureau will allocate 15 percent in their budget to city management. A 100 million yuan ($16.12 million) financial reward will be given to the person or organizations that are innovative and make special contributions to Guiyang city’s management.

A series of advanced methods will be put into Guiyang city management, including big data analysis, CCTV camera coverage, advanced sanitation equipment and public involvement.

Talking about the use of big data technology in city management, Guiyang city will set up electronic files for all the city’s roads and buildings, utilizing Geography Information System technology to build a city database. The big data technology will be put into the integration of security and property information.

Surveillance camera coverage will be enlarged to lanes and alleyways to ensure every corner of the city is covered by surveillance cameras.

Public participation is also one of the most important parts of city management. By encouraging mass participation, Guiyang has brought up a series of measures to make mass opinions and voices easier to hear, including regular public hearings, opinion polls and public supervision.
