The Cancun climate summit opened on November 29 and is scheduled to run through to December 10.

For the duration of the conference, Fossil of the Day awards will be presented to whichever country has done the most to delay or otherwise disrupt negotiations for an agreement on a global reduction in carbon emissions.

The recipient is determined by a vote conducted by a network of over 400 international and non-governmental organizations.

Climate Action Network said they gave the award to Canada because of three major decisions by the Canadian government that included the federal senate killing a progressive climate change bill without debate last month.

The Canadian government also plans to cut funding for Canada's climate science foundation, which is the only major renewable energy support program. Furthermore, Canada reduced its national carbon emissions reduction target after the Copenhagen climate talks.

Canada was the Fossil of the Year in both 2007 and 2008.
