The High-level Seminar on Climate Change South-South Cooperation took place at the China Pavilion inside Warsaw's National Stadium on the morning of November 19. Xie Zhenhua, head of the China Delegation and vice chairman of the National Development and Reform Commission (NDRC), delivered a keynote speech. Xie reiterated that China has been both an active advocator and faithful practitioner of the South-South cooperation and provides much assistance and support to developing countries. "Once we've made a commitment, we will meet that commitment with no 'discount'," he said.

In his speech, Xie mentioned that in the past several years, the Chinese government has signed a Memorandum of Understanding (MOU) with 12 developing countries, including Uganda, Burundi and Dominica, to donate materials and help them cope with climate change. It also hosted 28 training sessions for some 800 officials and technicians from 114 countries. Now, a series of coordination and cooperation meetings have taken place with developing countries like Fiji and Nepal.

Xie said that the South-South cooperation will not replace South-North cooperation as climate change requires the world's joint efforts. China will continue to strengthen its cooperation with the UNDP, the UNEP, the World Bank, the Global Environment Facility (GEF) and the International Fund for Agriculture Development (IFAD), to turn South-South Cooperation from bilateral into multilateral cooperation and to increase the scope and effectiveness of the collaboration.
