Ma noted the Counselors' Office of the State Council and the Central Research Institute of Culture and History have made irreplaceable contributions in promoting scientific and democratic policy making of the government and pushing forward the country's cultural development.

The two departments are also key channels for the government to seek public opinions and pool wisdom from the public, Ma said.

This year's Mid-Autumn Festival falls on Oct. 3, two days after National Day on Oct. 1.
