Shen Jilan, deputy secretary of the CPC Xigou Village Committee, Shanxi Province, has been a deputy to the NPC (National People's Congress) from its first to eleventh. She traveled to Beijing by donkey when she was 25 years old, witnessing the development of Chinese democracy and the building of the country's legal system.
