The People's Procuratorate of Hangzhou hosts a meeting on tackling counter-revolutionaries in 1955. China issued The Instruction of the Central Committee of the Communist Party of China on thoroughly Eliminating Hidden Counter-Revolutionaries in August 1955. The Instruction stipulated that counter-revolutionaries discovered in the Campaign to Suppress Counter-revolutionaries (1951-1953) and who "cannot be sentenced and are not suitable for re-employment and will increase the unemployment rate when left on their own, shall undergo re-education through labor". The Instruction symbolized the beginning of the "re-education through labor" (RTL) system in China. [Photo/Sina]
