Kazakhstan's Iglinskiy won the stage for the second time on the fifth stage of Tour de Qinghai Lake on Wednesday.
36-year-old veteran Mizurov riding for Petrochemical Tabriz grabbed the yellow jersey for five successive stages.
The fifth stage is relatively flat from the village of Qinghai Lake to Bird Island. But the heavy rains and winds made the stage harder than expected.
The peloton was split into several groups in the crosswinds. The front bunch was made up of 40 cyclists and once gained a maximum advantage of five minutes.
"As the winds and muddy roads offered great opportunity to launch attack, many riders sensed the chance to up the pace and break away, but most of them failed," said UCI International Commissaire Qiu Jijin.
In the only KOM point of the fifth stage, Yevgeniy Sladkov from Kazakhstan National Team first crossed the point and got three points. Ahad Kazemi Sarai still claimed the first in the KOM classification after stage five and grabbed the polka dot jersey.
Then with five kilometers to go another two riders went to the front. The leading group reeled in very fast and crossed the finish line together. Finally, Iglinskiy won the stage and his teammate Dmitriy Fofonov claimed the third. Slovenian Jure Kocjan was the second.
Mizurov still ranked the first on general individual classification and took the yellow jersey for five successive stages. Sprinter Radoslav Rogina from Croatia's Laborika managed to retain the green jersey.
