Hong Kong, which came in 70th in the full list, was followed by Taipei (83rd) and Taichung (99th).

Shanghai earned the highest spot among cities on the Chinese mainland with 101st place.

Vienna, the capital and largest city in Austria, topped the list. The city has won the accolade for seven consecutive years.

Seven of the top 10 spots on the list were taken by European countries.

Cities in central China have developed very fast and performed well on the list. Chongqing, a major manufacturing center and transportation hub in central China, and Xi'an, an economic and technology development zone, were tied for 142nd place on the list.

Mercer released the list to help multinational companies and international organizations compensate employees fairly when placing them on international assignments. The list evaluated over 440 cities based on 10 categories such as political and social environment, economic environment, socio-cultural environment and medical and health considerations.
