Qingdao invested 7.39 billion yuan (US$1.16 billion) in 2011 to build 23,950 affordable apartments, according to the Housing Security Center of Qingdao.

To ensure fairness in the renting and purchasing processes, six government bodies include Bureau of Civil Affairs, Bureau of Public Security and Bureau of Land Resources and the Housing Authority together verified the applications for the apartments, approving 21,257 families – over 90 percent of all applicants.

In addition, Qingdao is planning to provide 1,742 low-rent houses inside the four major districts in the city proper. Among them, Shinan District gets 410, Shibei District gets 573 and Licang District gets 759.
