Zhang Xinqi, the former deputy secretary of Qingdao Municipal Party Committee, was appointed as the vice and acting mayor of Qingdao City, Shandong Province, on Jan. 21.

Former Qingdao Mayor Xia Geng was promoted to vice governor of Shandong Province in November 2011.
