The First Institute of Oceanography, affiliated with State Oceanic Administration, built the Aoshan Maritime Comprehensive Base at the Core Zone of Blue Silicon Valley in Qingdao City. The institute will conduct research related to marine engineering and build up an experimental platform for communication between institutes in China and overseas.

Absorbing renowned maritime research institutes is a vital factor for the Blue Silicon Valley to become a high-level industrial park. Luoyang Ship Material Research Institute has also launched projects in the core zone this year.

Attracting high-caliber human resources and academic institutes will promote innovation and transformation of scientific achievements and make the core zone a world first-class marine scientific and technological research center, according to Han Shouxin, the director of the core zone management committee.
