The Standing Committee of the National People's Congress is reading, for the second time, a draft amendment to the Criminal Law. It says drivers involved in street racing, causing "serious consequences" will be detained and fined. Such punishment will also be handed out to drunk drivers, regardless if they cause any accidents.

Most people hail the amendment on the harsher punishment.

People say that drunk driving doesn't help anybody, and putting it into the Criminal Law will deter such behavior.

"Currently drinking and driving is too common. We can't say they did it unconsciously, because they knew they would drive, then why did they drink so much?"

"Drunk driving is very harmful, leading to economic losses and worse the loss of lives. They are not responsible for others or themselves."

Data from the World Health Organization shows that more than 50-percent of road accidents are related to drunk driving. And the possibility of an accident is increased when people drink -- even just a little. Driving after consuming alcohol is considered by the public as the top road killer.
