DPRK celebrates Kim Jong-il's 69th birthday

Kim Yong Nam, President of the Supreme People's Assembly, said, "Amid tumultuous circumstances, we are pushing hard to build a powerful and big country, and enhance people's lives. Today, we are celebrating the birthday of our great leader Kim Jong-il."

Kim Yong Nam says the DPRK plans to develop friendly and cooperative relations with countries that foster ties with it. He says independence, peace, and friendship are positive contributions to the process of global success.

He then said the DPRK was putting efforts into holding talks with South Korea, but claimed the South ruined any chance of talks, adding a warning.

Kim Yong Nam, said, "If South Korean authorities fail to hold talks, and continue taking the confrontational road, it will be fully responsible for the catastrophic results. South Korea will have to face consistent condemnation from peace-loving people worldwide."

Pyongyang and Seoul have just held their working level military talks. But their first colonel-level talks since the fire exchange at Yeonpyeong Island ended with no progress.

Seoul insisted the high-level talks must discuss the sinking of a South Korean warship and the shelling of its Yeonpyeong Island. DPRK officials instead suggested discussing both sides "halting military acts" considered to be aggressive.
