Inspectors are demanding the operator, ConocoPhillips China, finds out the causes, control and stop the leak and update people on the latest information. Penglai 19-3 oil field is China's largest offshore oil field. It was jointly discovered by Bohai Petroleum Corporation and American ConocoPhillips Petroleum Corporation.

3,000 meters of sea booms and other devices have been deployed to clean up the spill and the oil sheen on the sea surface. The spill has raised concerns over the long-term impact to the area's fisheries industry.
