Draft negotiating text agreed in Durban

The Durban Climate Conference has agreed a draft negotiating text. It is the first major paper produced since the conference started.

The draft negotiating text applies to all parties in the U.N. talks. It lists three options for filling the 100 billion US dollars a year fund to address the urgent and immediate needs of developing countries, but it does not mention a specific monetary goal. The options will be used for discussions when more senior envoys and ministers arrive next week. UN envoys are calling the text a "snapshot" of where the talks are after a week.

The text is separate from the Kyoto Protocol, which includes emissions cuts that are binding on most advanced countries. The European Union has said it will sign up to a second round of targets under the 1997 Kyoto Protocol, but only if all big emitters agree legally binding cuts that will start in 2020.
