The chief prosecutor for the International Criminal Court says Libyan leader Muammar Gaddafi's death may be a war crime. Luis Moreno-Ocampo says he thinks the way in which Gaddafi was killed creates suspicions of war crimes.

The ICC is raising this concern to the Libyan authorities, and urging them to work out a comprehensive strategy to investigate all these crimes. Cell phone footage showed Gaddafi was beaten and abused by his captors, and it seems he was killed while in custody. Gaddafi's son, Saif al-Islam, is in the custody of the Libyan authorities, who will try him in Libya, not with the ICC. The chief prosecutor is investigating allegations that anti-Gaddafi forces and NATO are also guilty of war crimes.
