Spanish Prime Minister Mariano Rajoy has said his country will meet deficit targets as his Portuguese counterpart Pedro Passos Coelho discarded a second bailout request.

On a trip to Lisbon on Tuesday, Rajoy said his government will meet its budget gap goal of 4.4 percent of GDP this year. Portuguese Prime Minister Passos Coelho denied reports that his debt-laden country, that is now implementing a 78 billion euro bailout package, may need a second bailout.

The two leaders also said they want next week’s European Union summit to adopt measures that will help shield them against being affected by Greece’s debt crisis. The two said they are both in favor of a new EU treaty that will introduce stricter laws against overspending and want it swiftly enacted.

EU leaders are to meet in Brussels on Monday to discuss the draft of that treaty.
