China to continue efforts to build more low income homes

CPPCC members have held a press conference on low income housing construction and management in Beijing. They discussed how to build a legal system that guarantees the operation of the project, how to form a complete system for the project, how to ensure capital supply, how to distribute the houses and how to manage them afterwards. Among them, the most important topic was the management and maintenance of these finished homes.

CPPCC member Wang Zaiwei said, "For the low-income housing projects, the more important aspects are management, maintenance and operation. According to the experience of foreign countries, the post-construction management and maintenance will cost twice as much as construction. How to finance this large amount of capital is an urgent issue, which requires our careful study."

With regard to the low income housing project, Premier Wen Jiabao said in his government report: "we will continue our efforts to build low-income houses across China. While ensuring the quality, we will finish about 5 million units and start building another 7 million units. The low income housing project is aimed to improve people's livelihoods and solve the housing problems for low income families. The project includes public rental housing, low rental housing, affordable housing, price limited housing and housing renovation."
