Japan's nuclear regulator says radioactive water from the crippled Fukushima power plant is probably leaking into the Pacific Ocean, despite repeated denials by the plant's operator.

The Nuclear Regulation Authority said on Wednesday that an increase in cesium levels in coastal seawater suggest contaminated underground water has reached the sea.

The watchdog urged the Tokyo Electric Power Company to determine where the water may be leaking from and the impact on the environment and human health. The watchdog will form a panel of experts to look into ways to contain the problem. The power company still disputes the allegation, but says it is open to suggestions on safety measures.
