Chinese leaders have called for all-out efforts to save those on board the Eastern Star. President Xi Jinping says no efforts should be spared to rescue the passengers, and he has ordered stricter security measures to make sure it doesn't happen again.

Premier Li Keqiang arrived at the scene on Tuesday to lead the rescue operation. Premier Li told rescuers to save the lives of the passengers at all costs, and urged local authorities to mobilize all forces for that purpose.

The premier also ordered hospitals to prepare to treat anyone who is rescued. He called for regular and transparent updates on the rescue operation.
